If you have low to moderate income, you can apply for one of Northumberland County's Rent-Geared-to-Income (RGI) units. There are also spaces for seniors and people requiring wheelchair modified units.

RGI assistance makes sure that a person or family does not pay more than 30% of its gross monthly income on rent.

If you are eligible, your name will go on a waiting list when you apply. The waiting time will depend on the locations you picked on your application, the number of bedrooms you need and the turnover rate.

Do I qualify?

You can apply for RGI housing if:

  • You are over 16 years old
  • Your household income is below the annual Household Income Limits
  • The total value of your household assets are below the Household Asset Limits
  • Everyone in your household is a legal resident of Canada or refugee claimant
  • You do not owe money to a social housing provider
  • You have not misrepresented your income for the purpose of RGI eligibility

How to apply

There is a long wait list for RGI units in Northumberland.  Most people need to find their own rental housing in the private market while they are on the waitlist.  You must apply for RGI housing to be placed on the waitlist.

  • Pick up an application from our office at 555 Courthouse Road in Cobourg
  • Call us at 905-372-3329 or 1-800-354-7050 to have us mail you an application

If you require modifications to your unit, such as no stairs or wheelchair accessible, you must complete the limitations assessment form.

Special priority

You may be eligible for Special Priority on the waitlist if:

  • You are or have been a victim of human trafficking
  • You are living with someone who is abusing you or your children
  • You recently stopped living with someone who was abusing you or your children
  • Your immigration sponsor is abusing you or your children

You must be willing to live apart from this person forever. You must give us proof of the abuse from someone that is working with you professionally.  We also need proof that you live with, or used to live with, the person who is abusing you.

Please note that you must complete both the Special Priority application and the RGI application.

How do I update my application?

Applicants are required to keep us informed of any changes to their original application. At minimum, an application update form must be completed every two years.

Where are the RGI units located?

There are RGI units in Brighton, Campbellford, Cobourg, Colborne, Hastings, Port Hope and Warkworth.

Please note that the waiting times indicated below are subject to change based on unit turnover and current number of households on the wait list. Northumberland County Housing Services does its best to provide the most accurate estimate possible.
